Gold Certified Diamond

I am buying a diamond for my girlfriend, can you give me expert advice?
First off, what is the “best” place to have a diamond certified by? European Gemological Laboratory? Also, is fluorescence a good thing when purchasing a diamond? I know what it is, but it is something you look for?
Also, what are preferable depth and table dimensions, etc?
If you know what you are talking about, could you please check out this site and give me some feedback about this particular diamond ASAP. I am looking to make a purchase this week!

Please give me your best advice possible!
First, EGL labs are not so highly recognized in the business. You should get in my opinion GIA, IGI, HRD or AGS grading at least.
Second, fluorescence is not so much wanted as some time before. The choice is yours, highly blue fluorescent diamonds tend to look like a better color because the sunlight contains UV. Strong and very strong fluorescent stones tend to get milky white inside, to be avoided. Fluorescence gives you a discount at this moment.
Third, get a stone with at least Very Good or even Excellent cut grade. The combinations of all the parameters are way to elaborate to give here, the lab report will determine the cutting level for you.
My advice is go see a local jeweller and get your answers from them, they will help you and serve you in a way you never get online.
